Head of Resource Management (Workforce Planning)

Description

The Head of RMO is responsible for finding qualified resources, developing resources, fulfill resources requests for projects and best utilize resources for the company.

  • Be responsible for recruitment plan
  • Plan and coordinate all software development resource across divisions to best us resources’ talents, being escalation point for all resource issues.
  • In charge of strategic SD workforce planning, resource rotation planning
  • Build yearly software development resource plan for the whole company.
  • To co-ordinate with other parties such as clients, delivery, technical department, vendors etc. to make sure that the resource meet clients’ requirements & satisfaction.
  • To support presale to check for resource availability, validate resource model and plan training for resources if needed.
  • To manage resource planning teams to manage resource bench and allocate resources to projects.
  • Oversee resource allocation process
  • To propose to the BOD on non-technical improvements
  • To produce activity reports for all operations of the RMO (monthly, weekly & ad-hoc).
  • To strictly follow all processes and procedures established by the company in compliance with ISO 9001 & CMM standards
  • To participate in the yearly evaluation for all resource within the division.
  • Develop resources:
    • Training: Help CTO, LMs, HR and training department to identify training needs, define direction, plan and observe the implementation; plan the training schedule for all the resources to support people growing
    • Help HR to provide orientation for people in career development/support in changing career path
    • Help HR and LMs to define KPI, performance/salary review scheme, processes
    • Plan and perform checkpoint review, performance review and salary review for people in RMO management
    • Work with Technology team to define direction to develop competences
    • Work with CTO to plan for technical certificates
  • Retain resources:
    • Participate to define policies/procedures to encourage and retain people
    • Be escalation point for all resource assignment issues
  • Allocate/Utilize resources:
    • Co-ordinate with other divisions and parties such as clients, delivery, technology, etc. to make sure that the allocated resource meet requirements & satisfaction
    • Allocate resources to projects when having resource request
    • Be responsible for resource utilizations
    • Work with vendors to fulfill resource requests
  • Manage resource information:
    • Manage the certificate database, manage and maintain the information on who have what certificates for people under the RMO management.
    • Manage skill inventory

Qualifications

  • Education, training qualifications
    • University degree, preferably in IT field
    • IT knowledge-base, and current IT technologies
  • Experience
    • Experienced in a management position in international software firms, with at least 5 year experience in resource management and/or planning or equivalent senior manager position.
    • Experience in working with international clients and on/off shore engagement model
    • Experience in managing and coaching project managers
  • Skills
